Responsible use of the sea demands solid systems. Building them is everyone's work.

Illegal fishing not only destroys ecosystems — it erodes trust, devalues the work of those who fish responsibly, and weakens the entire value chain. At ICPMX, we recognize that the sustainable use of marine resources depends on solid governance systems, based on legality, transparency, and collaboration among all members of the sector.

Objective

To promote and strengthen legal and responsible practices throughout the value chain of fishing products, from extraction to commercialization.

This document establishes the results that the Governance Group aims to achieve by 2030 and the concrete actions to accomplish them in the 2024–2027 period. It reflects the agreements of the membership and is the operational guide that shapes the group's work each year.

Lines of Work

1. Strengthening Legal Fishing

The group drives coordination actions among sector stakeholders to strengthen the legality of fishing activity and help prevent illegal, unreported, and unregulated (IUU) fishing. The goal is to develop collaboration models in coastal states to promote coordinated and effective actions.

2. Strengthening Fishing Refuge Zones

Fishing Refuge Zones (ZRP, by their Spanish acronym) are a management tool driven by the communities themselves to restore species abundance and improve fishing in the long term. Through workshops and exchange spaces, ICPMX promotes the strengthening of ZRP management committees across different states of the country, as well as the generation of information and recommendations that contribute to the development of a National ZRP System.

HOW ICPMX WORKS IN THIS GROUP

ICPMX functions as a coordination platform that facilitates dialogue and collaboration among fishing communities, civil society organizations, the private sector, academia, and authorities, with the goal of strengthening the governance of the country's fishing and aquaculture sector.
